Early Warning Systems for weather-induced hazards

In this course, you will explore the main components of an Early Warning System and how they work together to support timely and effective action. While all parts of the warning cycle are important, we will focus primarily on the core technical elements: monitoring, forecasting, and risk identification.

These elements form the engine of an Early Warning System. They help detect potentially hazardous conditions, anticipate possible impacts, and provide the information needed to support decision-making before a disaster occurs.

You will also be introduced to other important topics, including disaster preparedness, risk reduction, protective actions, and warning communication.

This course was developed within the MedEWSa project.

What you'll learn

By the end of this course, participants will be able to:

  • Explain the role of an Early Warning
System (EWS) in mitigating impacts of weather-related events
  • Identify the four pillars of an EWS
  • Define the main components of an EWS
  • Describe key actors involved across an
    EWS
  • Identify common reasons why EWS sometimes
    fail
  • Explain how
observations and forecasts support hazard monitoring and prediction
  • Describe how forecasts are
    transformed into warnings
  • Explain why hazard forecasts are
not perfect and why the information on the quality of past forecasts matters
    for decision-making
  • Explain how different warnings
    can support anticipatory actions
  • Describe the warning communication chain
  • Identify key components of an effective warning message
  • Apply inclusive communication principles
